Peer review is a hallmark of scholarship (whether of teaching, research or service). Peer review includes but goes well-beyond classroom observation and should include a detailed analysis of the instructor's plan for learning, including material selection, targeted goals for students, methods of measuring learning, indicators of success in learning, and use of time with students during scheduled classes, studios and labs. Thus, a high quality course-focused peer review requires conversation between the reviewer and course instructor, organized around a portfolio of course materials. The peer review may also include observation of one or more class periods, with a conversation before and after the observation.

Umass

The University of Massachusetts Guide for Implementing Holistic Teaching Evaluation in UMass Departments.
While broader than Peer Review, this guide provides info on quality Peer Review. This guide describes related evaluation methods and teaching dimensions, and offers a process for transitioning to a holistic approach to teaching evaluation. It also includes examples of criteria for proficiency in each dimension and provides templates for organizing evidence and discussions. Found within UMass's Implementation Guide are Teaching Analysis Templates, Stepwise Processes for Implementing Change, Schedules for Holistic Evaluation, and much more.
